From the archive: When American automobiles swapped muscle for MPG

The automotive business’s response to the UK’s new zero-emission car mandate hasn’t been constructive, not least as some makers are unable to conform – and right here we will hear echoes from early-Seventies America.

People had turn out to be conscious about environmental injury post-war, primarily by way of the smog hanging over many main cities, and so it grew to become a key concern within the 1968 US presidential election.

That was received by Republican Richard Nixon, who stated in his 1970 state of the union tackle: “The car is our worst polluter of the air. Sufficient management requires additional advances in engine design and gas composition. We will intensify our analysis, set more and more strict requirements and strengthen enforcement procedures, and we will do it now.”

Two months later, an astonishing 20 million People got here out in protest on the inaugural Earth Day.

That December, Nixon signed into federal regulation a Democrat’s invoice, the Clear Air Act, and created the Environmental Safety Company (EPA) to implement its necessities.

Already makers had been required to chop emissions by 70% from 1967 (these limits set by California) to 1970, and but the brand new invoice required a 90% discount in hydrocarbons to 0.41g/mi and in carbon monoxide to three.4g/mi by 1975, and to 0.41g/mi of nitrogen oxides (NOx) by 1976.

The required know-how didn’t but exist, however that was the purpose: regulation to spark innovation.

In response, Ford issued this assertion: “A few of the modifications on this invoice might forestall continued manufacturing of cars after 1 January 1975. Even when they don’t cease manufacturing, they may result in big will increase within the worth of automobiles. They may have an incredible affect on all of American business and will do irreparable injury to the American financial system. And but, in return for all of this, they’d result in solely small enhancements within the high quality of the air.

“This isn’t a query of how decided we’re to regulate air air pollution from automobiles, neither is it a query of how a lot we’re prepared to spend. Regardless of how a lot we spend and the way many individuals we assign to the duty, we don’t suppose we will do it by 1975.

“The American vehicle business is now starting an important effort to show again the rising tide of imported automobiles. If we’re compelled by hasty and ill-considered laws to lift our costs greater than is important to attain clear air, the battle in opposition to imports may very well be misplaced.”

Questioning if the combustion engine may need even reached its technological restrict, American makers began investigating hybrid, electrical and – get this – steam automobiles as future options.

Two years later, the temper hadn’t modified one bit. “The 1975/1976 requirements can be a technical and engineering catastrophe,” complained Chrysler’s environmental chief at a convention, and his Common Motors counterpart concurred.
